A bespoke VR programme can be planned in stages, beginning with one useful module and adding others later. This can help an organisation test the learning approach before committing to a larger content library. The first phase still needs a defined scope and a clear plan for how later material would fit.
Choose a first module with a complete purpose
Pick a specific skill or decision that can be practised and reviewed on its own. Define the audience, content, interactions and completion criteria. A small complete exercise provides a more useful test than a broad demonstration with no clear learning outcome.
Agree the shared foundations
Discuss menus, learner access, content structure and reporting before development. If future modules need to retain existing progress, that requirement should be designed and tested. A modular plan does not mean that all future features are already included.
Review each next stage separately
Use feedback from the initial module to refine later briefs. New locations, characters, interactions or assessment rules may need additional production and development. Agree the requirements and cost for each phase when those details are available.

High5VR can help scope an initial module and identify sensible foundations for expansion. A focused first phase can be inexpensive compared with a large programme, but pricing depends on the actual content and functionality.
